37 year old Cecil Eugene Kutz, of Pottsville, was arrested, Wednesday, after officials found a toddler in a cage and two babies home alone in North Manheim Township.
According to the Republican Herald, were State police at Schuylkill Haven were called to 316 Chestnut St. in Pottsville, with a representative of Schuylkill County Children & Youth to check the welfare of the three children. Upon entering the home, authorities found a 22-month-old boy locked inside a homemade cage, a 1-year-old boy in a playpen and a 1-day-old girl in a baby seat on the floor.
The baby girl was transported to a Lehigh Valley Hospital for evaluation.
All children were taken into custody by the state police and transferred to Children & Youth.
Kutz was arraigned before Magisterial District Judge David A. Plachko, Port Carbon, and committed to Schuylkill County Prison, unable to post $250,000 straight cash bail.
