Buildings to be torn down...

A three-judge Commonwealth Court panel upheld an injunction requiring the owner of a dilapidated building in Shenandoah to demolish it immediately.

Judge Joseph M. Cosgrove said animal infestations, as well as raw sewage; fill the building at West Coal and Race streets, making it an appropriate subject for demolition.

By so ruling, the panel affirmed Schuylkill County Judge Charles M. Miller’s injunction, filed March 4, 2016, that requires Carlos M. Cruz of Hazleton, to take down three row homes on the property, which he bought in May 2015 knowing that it had been declared a nuisance.

Shenandoah filed the lawsuit against Cruz on Dec. 11, 2015, under two state laws — the Neighborhood Blight Reclamation and Revitalization Act and the Borough Code.
