Construction is on hold for two buildings at the site of the now-demolished Schuylkill Mall.
According to the Republican Herald, a National Pollutant Discharge Elimination System permit must first be approved by the state Department of Environmental Protection to comply with federal regulations on the discharge of runoff.
The demolition of the mall started in January and was completed in late July.
The stores that were in the mall either relocated or are no longer in business. Frank Zukas, president of the Schuylkill Economic Development Corp., said the permit could be approved by the end of September.
