Questions are being raised in Luzerne County about whether a water authority is properly disposing of junk materials.
Junk is piling up on the Hazleton City Authority property on the Southwest Hazleton Beltway and Randy Cahalan, Director of Operations at the H.C.A, says the junk is there for a reason and was brought there after being found on other properties in the three counties which they service.
A spokesperson for the State Department of Environmental Protection says the H.C.A. does not need a permit to dump or store the items because it is scrap metal and not trash.
Trash on the other hand, cannot be dumped or stored on private or public property without a permit.
